Overview - Business Process Management (BSM)
Over the past fourteen (14) years, organizations including governments, have struggled with the problem of effectively automating business processes across the enterprise. What’s needed is Business Process Management (BPM), a framework of applications that can automatically manage processes, allow manual intervention, extract customer information from a database while adding new customer transaction information to it, generate transactions in multiple related systems, and support straight-though processing without human intervention when needed, (e.g. initiating and completing a trade) – all while maintaining complete transaction control over the process. In addition, a BPM solution must be able to support individual line-of-business applications, as well as those that cross lines of business. Most importantly, a BPM solution must be able to efficiently and reliably process an ever-increasing volume of mission critical data and customer transactions as
the demand increases and business models evolve.

Countdown Technologies Inc. and TIBCO have partnered to deliver the Business Process Management (BPM) PurePlay Solution selected by Gartner Inc. as the top performer according to the Gartner Magic Quadrant report.

Building the Virtual Enterprise
Responsive, Innovative, and Flexible – These describe the imperatives of the New Economy, and customer’s expectations for products and services are high as well as the competition in the commercial space being fierce, in the case of the federal & local government where there is no competition, only to provide business services and the protection of our citizens of the United States. But as yet, the business promise of the virtual enterprise has not been fully realized. The integration of technologies has, to date, addressed only a part of the solution – integrating software applications and business critical data. An extended enterprise infrastructure needs to go beyond this data-centric approach and integrate business processes in the equation. Business processes are the backbone to the enterprise and, as a key element to business operations, must be introduced into the equation. It is at this layer that organizations like the federal & local government will gain the benefits of the extended enterprise; expanding their value chain to value networks where there is unimpeded flow of information from the smallest supplier through to the citizen and every touch point in between.

The Value Network – The Key to the Extended Enterprise
Embracing the concept of the extended value network characterizes today’s most progressive and customer-centric enterprises. These enterprises have not only broken down internal operational barriers, but have broadened their reach out to their customers, suppliers, partners, and regulators – to each and every stakeholder. These organizations recognize that process-centric technology lays the foundation for building their value network-linking people, business process, and IT networks in dynamic and responsive ways. The ultimate goal of the value network is building superior relationships through complete integration of people and the business processes that they manage. The value network encompasses all the processes, people and systems that are involved in delivering the right products and services.

BPM – Delivering the Value
The one truth about today’s business environment is that change is the only constant. To survive and prosper, enterprises require an integrated business and IT infrastructure that allows them to respond to changes in the market as they occur. Our BPM solution and Process Suite delivers leading technology solutions for achieving the truly integrated, customer-focused enterprise. It provides the capability to build efficient internal processes and integrate them effectively with those of their customers and suppliers.

What is the TIBCO® Staffware Process Suite?
Countdown Technologies Inc. is an authorized system integrator for the TIBCO Staffware Process Suite. It is a suite of application modules built on an open architecture that is designed to provide a complete end-to-end process management solution. It allows organizations to create an IT infrastructure that is based on their business process - their unique way of doing business. TIBCO Staffware Process Suite is made up of the following major components:

  • Modeling - TIBCO Staffware Process Suite allows non-IT staff and business specialists to model business processes through a user-friendly, graphical modeling environment, with complete support for version control. The resulting process map is the guide to integrating people, processes and applications.
  • Execution - TIBCO Staffware Process Suite is powered by the TIBCO® iProcess Engine, a powerful process management engine designed to handle extremely high-volume, mission critical transactions across multiple servers while maintaining the integrity of individual transactions. TIBCO Staffware Process Suite also enables comprehensive application integration capabilities through the TIBCO® BusinessWorks integration platform, or other third-party integration technologies.
  • Rules - TIBCO Staffware Process Suite provides an intuitive tool for business analysts using the same skill level as a good spreadsheet user to model, analyze, test and manage business rules. The spreadsheet-like decision table metaphor is readily learned in minutes.
  • Analysis - TIBCO Staffware Process Suite provides a sophisticated tool to analyze the effectiveness and efficiencies of entire business processes. It enables management to establish and continuously measure Key Performance Indicators (KPIs) for ongoing process performance and improvement.
  • Frameworks - TIBCO has developed a number of Process Frameworks, which utilize other components of the TIBCO Staffware Process Suite to provide tailored solutions for key market sectors. The frameworks include TIBCO® Claims Management Framework, which enables the end-to-end design, automation, integration, management and tracking of the claims process; and the TIBCO® Fulfillment Framework, which offers out-of-the box definitions for the major order processes required by a telecommunications operator.
  • Decrease Costs: Processes managed with TIBCO Staffware Process Suite can be made more efficient through process automation and visibility – resulting in improved productivity and reduced operating costs. In an independent survey* of 22 companies that have used TIBCO Staffware Process Suite for at least two years, all of the respondents reported an increase in productivity and 82% reported a reduction in operating costs.

What Makes TIBCO Staffware Process Suite Unique?

  • Balance: BPM is a collaborative exercise involving both IT and business expertise. TIBCO Staffware Process Suite enables enterprises to leverage the appropriate resource for every task. IT and business staff work together to build the business process map, ensuring a deeper appreciation and understanding of how a company works, resulting in a more effective integrated solution.
  • Flexibility: Our technology offers superior flexibility at every layer of BPM.
  • Processes defined in the iProcess Modeler are executable, making modification to a process model and deployment one fast, easy step.
  • TIBCO iProcess Decisions enables a business user to change or modify a rule without IT’s help and without changing the process itself.
  • TIBCO iProcess Engine provides flexibility with superior process orchestration, including dynamic sub-processes, changing or suspending a single process in flight, or updating all process instances with a new version.
  • A powerful integration layer and a service-oriented architecture ensure that when BPM systems undergo small modifications like upgrades or even major changes, the integration structure is stable and easy to modify.
  • TIBCO Staffware Process Suite supports unlimited scalability and extensions to accommodate current and future strategic goals of the company.
  • Recognizing the Importance of Existing IT Investments: By supplying powerful integration capabilities, TIBCO Staffware Process Suite allows businesses to leverage existing IT systems rather than creating new systems, using TIBCO BusinessWorks™ integration platform as well as third-party technologies.
  • Proven success: Our partner has more than 15 years of demonstrated success in implementing TIBCO Staffware Process Suite: over 800 customer sites with over 500,000 users.

TIBCO and the Public Sector
In managing the national economy, public service departments, and the US Armed Forces, the US federal government and state and local governments are the largest users of goods and services in the United States, and the need for process automation and workflow is as pressing as it is for commercial enterprises. The demands on the public sector can vary significantly around the world, but there is a consistent set of objectives running though all governments, which can be summarized as follows:

  • An increased focus on citizen services
  • Value for money/return on investment (ROI)
  • Speed and timeliness
  • Improved productivity
  • Quality of service
  • Performance against standards
  • And the means of meeting those objectives include:
    • Better inter-organizational and intra-organizational collaboration
    • Greater use of electronic communication
    • Business process improvements, allied to a process rather than a department

These three principles are at the core of eGovernment and Line of Business initiatives designed by the Office of Management and Budget (OMB) and cannot be realized without effective process management and streamlining of business activities. They must be linked to efficient supply chain and back office systems to ensure activities such as commerce, information supply, inter organizational collaboration, and assessment can be conducted successfully.

Applications of BPM in the Public Sector
CTI/TIBCO has been active within the Public Sector for many years and has an excellent global record of providing robust solutions. In addition to automating and controlling key processes, TIBCO Staffware Process Suite ensures that nothing in the process is overlooked and that work is automated, where possible, with real-time visibility throughout. Deadlines can be set and met, and management of information and control is in real-time. Some applications TIBCO provides for federal, state and local governments include the following.

Case Management
The case management solution aims to improve the efficiency of government services for better inter-organizational and intra-organizational collaboration. For more information and case studies, please visit our partner TIBCO’s website at, www.tibco.com, under BPM
