Mission Critical Facility Management

Countdown Technologies and Power Management Concepts have partnered to deliver a powerful solution called MC Access. MC Access™ is an innovative technology solution that manages an organization’s facility assets and provides a central repository via a secure web portal for critical information to help emergency personnel respond quickly during a crisis and assist managers in their day to day operations. Immediate availability of data is particularly critical during events that require the need for multiple government and civilian agencies to share information quickly and formulate their best response.

PURPOSE
Behind the brick and mortar of your organization lies the critical infrastructure that assures reliable and continuous operation. Facility systems can be so complex that most staff is challenged to access the information necessary to manage them efficiently. Facility personnel in their daily activities and especially emergency responders in a crisis, can’t waste valuable time searching through volumes of paper and files to retrieve critical information. That’s why it is imperative to proactively engage in a living knowledge portal for your facility.

SOLUTION
Countdown PMC has addressed the challenges professionals face by developing MC Access™, a technology solution that uses a unique method of collecting, storing and retrieving facility related information. Our MC Specialists help collect data, assess your facility and assemble essential information into one comprehensive repository for managers, engineers, technicians and emergency responders to quickly and efficiently access mission critical information anytime, anywhere.

MC Access™ uses an intuitive, user-friendly interface for quick and easy data store and access. Each implementation of MC Access™ is customized to client requirements providing unique data capture, information viewing, security configuration, and facility organization. Access is provided via a secure web portal. Every page view, modification, and printout is logged. All data transmission is encrypted. Even offline data storage is protected with sophisticated data encryption and removal
techniques.

FEATURES

  • Accessibility - Retrieve your data immediately anytime – anywhere via our web portal that can be accessed from any computing or wireless device.
  • Consistency – Share and view the same up-to-date information with multiple users simultaneously.
  • Consolidation – Combine and organize essential information to eliminate time wasted searching through volumes of paper and files.
  • Experience – Benefit from the knowledge and support of our Mission Critical experts who can save valuable time and resources with data collection and content development to ensure the detail and quality you require.
  • Simplicity – Navigate with ease using an intuitive, customizable, point-and-click user interface.
  • Security – Protect your valuable data with the latest Internet security and encryption technology, user access is role based with authentication using SecureID, biometric and other devices.

Software Implementation
MC Access™ is implemented as a pure Java application with two exceptions (the Data Gathering Toolkit and the Web Portal). Both of these system components come in either a .NET and IE or a standard HTML and JAVA based solution. The other server side components can be deployed in a single Java executable or within EJB containers. Fault tolerance is provided by geographically disparate implementations of the Data Service component with standby implementations of the other services that become activated in the event that a regional data center is lost.

Critical Infrastructure Management Integration of MC ACCESS ™
M.C. Access™ is an advanced technology application built to address the key challenges in Critical Facilities Environments by offering secure, on-demand access to critical building and equipment information. M.C. Access™ uses a patent-pending method of data storage and real-time information retrieval for accurate and consistent data sharing among authorized personnel. This application provides instant access to facility information and documentation and generates reports about any critical facility in a standard and consistent format. Access the information from the internet or it can be downloaded on a personal computer for those crisis times when web connectivity is not available. Senior City officials, Emergency responders can securely access technical, procedural and operational documents including drawings, plans, specifications, photos, standard operating procedures, and emergency call information.

The essential first step in deploying the MC Access solution is to assess, evaluate and identify certain public and private facilities and their existing critical infrastructure, emergency plans and standards if any that if destroyed damaged or their services interrupted would jeopardize the health, safety and prosperity of cities. Examples of critical facilities are:

PUBLIC SAFETY AND SECURITY

  • Civil defense installations
  • Communications centers
  • Emergency management centers
  • Fire stations
  • Hospitals and other medical facilities
  • Mass emergency shelters
  • Police stations and other installations for public security

HIGH-DENSITY OCCUPANCY

  • Educational facilities
  • Churches
  • Auditoriums, theatres, stadiums
  • Hotels
  • Office buildings
  • Penal institutions

TRANSPORTATION

  • Airways-airports, heliports
  • Highways-bridges, tunnels, roadbeds, overpasses, transfer centers
  • Railways-tracks, tunnels, bridges, yards, depots
  • Waterways-canals, locks, seaports, ferries, harbors, dry-docks, piers

UTILITIES

  • Communications-lines, stations, printing presses, relay points, antenna complexes
  • Electric power-water impoundments, fuel storage, generators, transmission lines, substations, switchyards
  • Petrochemical installations-production, transmission, storage, terminals
  • Potable water-collection, transmission, siphons, flumes, treatment, storage
  • Waste water-collection, treatment, discharge

INDUSTRIAL

  • Corrosives-manufacture, transfer, storage, disposal
  • Explosives-manufacture, transfer, storage, disposal
  • Flammable materials-manufacture, transfer, storage, disposal
  • Radioactive materials-manufacture, transfer, storage, disposal
  • Toxins-manufacture, transfer, storage, disposal

AGRICULTURAL

  • Food-storage, processing, transfer Irrigation systems
  • Water containment-dams, reservoirs, levees, dikes, other impoundments

Once the facilities have been designated as critical we employ a process and a methodology that sets a common standard among all of the City’s critical facilities, includes collecting information, accessing the facility infrastructure, converting information into electronic form, and down loading the data. For each facility identified a facility assessment is performed which includes interviews with key staff that operate and maintain the facility and a condition assessment of the facility’s critical systems including electric, gas and water services, emergency and standby generators, automatic transfer switches, uninterruptible power supply and battery systems, HVAC, fire protection and security systems. In addition, nameplate data is recorded, digital photos are taken and all major pieces of equipment are bar code tagged for identification. We also customize Standard Operating Procedures (SOPs), Emergency Action Procedures (EAPs) and create Detailed Training Material. Our validation team reviews all data entered for accuracy and validates that best practice standards have been applied and the city’s goals have been met.

MC Access Benefits:

  • Enhanced public safety by immediate communication of critical infrastructure information in times of an emergency.
  • Service and Training modules for critical information management can be easily added.
